Jeffrey Estep
Vice Chair
Jeff Estep is an accomplished threat assessment and physical security practitioner with more than 25 years of experience in law enforcement, safety, and physical security for local, state, and federal organizations. Jeff has worked with the Department of Homeland Security (DHS) Immigrations and Customs Enforcement, National Protection and Programs Directorate, Cyber and Infrastructure Security Agency, and the Management Directorate as Physical Security Specialist, and as a Law Enforcement Specialist for more than 14 years.
Chris Signorelli
Treasurer
As the President and co-owner of Security America, Chris has a life-time of experience growing up with the company, working in the field, and serving at the corporate office for numerous years. He has both operations and sales experience at Security America as well as for a minor league baseball team.

With more than 40 years of management experience in security, loss prevention and criminal justice, Security America’s founder and owner, Bill Signorelli, has provided highly successful security plans and programs for a wide variety of clients throughout a multi-state service area. His company has been solving security problems at plant, hospital, construction, drilling, mining and office sites since 1982.
Dr William Minear, II
Law Enforcement Chair
Dr. Minear retired as Director – Infrastructure Protection Programs for the State of West Virginia. He currently has 49.5 years of public safety (law enforcement, fire/rescue, emergency medical services) and private industry (security, safety & health, industrial hygiene) experience. He provides leadership coaching, mentoring and guidance to organizations and companies in all facets of protective services and emergency preparedness, planning and response. Dr. Minear is currently serving in faculty roles with the University of Charleston, MSESC Public Service Training, and University of Findlay All Hazards Training Center.
